I Will try and explain my mom has some store brought solar led lights, and i want to improve upon them by building my own but i want to use 5V USB LED Strip lights that are water proof to run down the garden. Now i know you can already buy these with a solar panel attached but i think 5v will give a much better amount of light.
what size single solar panel would i need and battery please bear in mind that this is for lighting up the boarders. ive seen you tube vidoeos of single panel conntected to phone battery then to a 5v booster can anyone advise,

HF rope lights See Photos and comments. Some of mine have been in use for over two years. I do have to replace the batts. The lights are water proof. Just a foot not and I am not associated with any company but there is a store called the 99cent store and they will have awesome LED Solar liagt ( Landscaping type dirt cheep ) I know they are in Texas theirs where I get mine. On rhw Pope lights Mirrors are Cheep and will and can aim the light for you. I hope this helps no need to reinvent the wheel.I will post a pic of the lights. Good luck and I hope i have helped

More info is needed. How many watts or amps do those 5 volt LED strip lights have? Are those the LEED lights that you stick into the ground for a pathway?
The booster that you mentioned is a DC to DC booster/amplifier, About $5 to $10 depending how many watts that DC to DC inverter/booster/amplifier can handle.
The lower the volts the more watts you will lose in the wires. The lower the voltage the bigger the wire has to be if you have the same load on it. Go with a system that can handle and use 12 volts. Much easier to find parts and items for it. A 12 volt solar panel and LED strip for example is a lot easier to find than a 3.7 volt solar panel and or a 3.7 volt or 5 volt LED strip. You can buy a 12 volt LED strip at ebay for about $10 or less and that is 5 meters or about 15 feet long. And a 12 volt nominal solar panel may be way cheaper also than any of the off-voltage panels,....same with batteries. Any time you add an extra devise that means your efficiency will go down since a devise like the DC to DC booster will consume energy also and it would be harder to troubleshoot if something will go wrong. The more connection the more likely it may be that something could get wrong with it.
What exactly did you had in mind? Solar panel ,charge controller, battery, light strip? etc etc.?
